The Grama Panchayat is the most basic level of administrative system in local self-government institutions. Panchayats play a major role in the development of rural areas and in fulfilling the daily needs of the people. The Panchayat Managing Committee (Governing Body) is the main body that executes administrative decisions and development activities of the Grama Panchayat. This governing body consists of the Panchayat President, Vice President, and elected Ward Members. It also includes four standing committees: Finance, Education, Health, and Welfare. History of Grama Panchayat

Historically an economically and educationally backward agricultural region, Tuneri Grama Panchayat transitioned from a feudal system—where over 90% of land was controlled by temples and Nair landlords under strict tenancy (Vaaram)—to tenant-owned farming following agrarian reforms and land protection laws. Educationally, the region's foundations were laid by its oldest institutions: Ayath Kulangara School (1881, now Kodanchery LP School) and Nelloli Elementary School (1912, now Chalapram Chaliya UP School). The local economy was self-sustaining through traditional cottage industries, including handloom weaving, metalwork, and pottery by the Anthiyur Nair community.
